The Olsen family and associated Norwegian collaborators in the Norwegian registered foundation Friends of Haydom
(FOH) are proposed to take full control over Haydom Lutheran Hospital (HLH) by creating a new foundation in Tanzania called Haydom Diaconical Foundation (HDF). The proposed constitution for HDF is constructed in a way that gives all real power in HDF to the Norwegians. Read more about the

Today HLH is owned by the Evangelical Lutheran Church of Tanzania (ELCT), Mbulu Diocese. The main argument for transferring the ownership to a foundation seems to be that it will be easier to attract donors to the hospital.
Haydom Development Company Ltd. (HDC) doesn’t believe in this argument. The only people that maybe will make more donations to a foundation controlled and lead by the Norwegians is some conservative missionary groups in Norway. In 2008 the gifts from all private donors accounts for 1.7% and other income (mainly from the Mulbadaw farm?) accounts for 1.2 % of the hospitals expenditures. This is to be compared with 70% from RNE
(Royal Norwegian Emassy) as development aid and 10% as grants from the government of Tanzania. Read about this on page 49 in the

It's not likely that neither the Tanzanian government nor the Norwegian government will continue to give grants to a supposedly Tanzanian foundation that in reality is controlled and lead by the Olsen family and their Norwegian associates in the Norwegian foundation Friends of Haydom (FoH).
Then there is an important legal issue: According to Tanzanian law a Tanzanian foundation that operates and own property in Tanzania must be controlled and lead by Tanzanian citizens. HDF will in reality be controlled by Norwegians according to the proposed constitution, ref.

Maybe it's a good idea to transfer the ownership of HLH to a foundation. However it's mandatory that this foundation and its Board of Trustees are fully controlled and elected by a Tanzanian institution, as the Evangelical Lutheran Church of Tanzania (ELCT), Mbulu Diocese.
